Strengthening disaster response

Morocco’s universal healthcare system, designed to integrate public and private facilities under one umbrella, faced its greatest test during the September 2023 earthquake. The disaster claimed nearly 3,000 lives and injured over 6,000 people, overwhelming the new initiated healthcare system. Limited transportation infrastructure delayed first responders, exacerbating injuries and straining already scarce medical resources.

The Initiative

Under the direction of the Citizen Ambassador Program, a delegation of selected trauma surgeons, representing the American Association for the Surgery of Trauma, led by world-renowned trauma surgeon, Dr. David H. Livingston, met with Moroccan health authorities and first-responders to strengthen disaster response capacity. The initiative sought to:

  • Share best practices in trauma surgery and emergency medicine.
  • Develop rapid deployment protocols for surgical teams.
  • Support system-wide improvements for disaster preparedness.

Delegation & Activities

The U.S. delegation, including leaders from the American Association for the Surgery of Trauma (AAST), visited Marrakech and surrounding regions to:

  • Assess Current Practices: Observed trauma centers and emergency workflows.
  • Engage with Key Stakeholders: Met with the Moroccan Secretary General for Health and the Moroccan Society for Orthopedic and Trauma Surgery.
  • Learn from the Earthquake Response: Reviewed lessons learned and gaps in care delivery.
